Monroe to offer contract to interim superintendent

School board plans to ask Phil Cagwin to stay on two more years.

After six months in a temporary role, Monroe school board members are hoping to sign on their interim superintendent in a permanent capacity.

School board president Leslie Stone said the board is currently drafting a two-year contract for Phil Cagwin, who’s been in an interim role since Sept. 15, 2012 after Elizabeth Lolli resigned from the top spot.

“We want to keep things moving,” Stone said. “At this time in the year, you’re already planning for next year.”

Stone said the board would vote on the contract in the “immediate near future” but no date has been set. Cagwin’s current contract — set to expire July 31 — includes a daily pay rate of $407.69, according to district records.

Cagwin has asked to receive the same level of pay if a permanent contract moves forward, Stone said. The superintendent pay rate was reduced by $10,000 when Cagwin took on the interim role.

“For a district faced with financial issues, that was pretty noble on his part,” Stone said.

Stone said the board has had conversations with Cagwin and staff members about his staying with the district. She said it’s been a positive experience having Cagwin join the district.

“His leadership is very much needed and the stability he brings,” Stone said. “As time unfolded and he got in the thick of running the district, the turnover would be hard with new standards from the state coming.”

Cagwin — who previously served a decade as superintendent of Talawanda School District — said last week he would be willing to serve as superintendent “if it’s in the best interest of the district for me to stay.”

“There are a number of things left undone and if I can help finish them efficiently and effectively,” Cagwin said.

Stone said the Monroe administrative offices, located at 500 Yankee Road, will be open all day Thursday, March 21 for parents and community members interested in meeting Dr. Cagwin and asking questions. An evening meet-and-greet will be at 7 p.m. March 21 inside the high school media center, 220 Yankee Road.

“He’s very accessible and has good rapport with the community,” Stone said. “Seeing the way he relates to all ages is impressive.”
